Hilltop Park Residents’ Association exists to bring neighbours together, represent our shared interests and help residents have a meaningful voice in the future of the estate.
We want Hilltop Park to be properly completed, well maintained and managed transparently. Most importantly, we want the people who live here to have a genuine say in the decisions affecting our homes, communal spaces and estate charges.
Led by residents
The Association is an independent, voluntary group established and run by Hilltop Park residents.
Our committee members are neighbours who give their time freely because they care about the estate and the community living here. We are not employed by the developer, management company, managing agent or council.
We want to hear from the whole community, including homeowners, tenants, shared owners and housing association residents. Some legal rights connected to the management company belong specifically to homeowners, but the quality, safety and future of the estate affect everyone who lives here.
The Association does not belong to one person or organisation. Its priorities should reflect the concerns and ambitions of residents across Hilltop Park.
Supported, but still independent
We receive support from local councillors, Wiltshire Council and Residents First CIC.
Our councillors and the council can help us understand public responsibilities, planning obligations and the routes available for raising matters affecting the development.
Residents First provides independent experience and practical advice on privately managed estates, management companies, estate handover and resident involvement.
That support helps us understand complex issues, ask better questions and engage through the right channels. It does not determine our priorities or speak on behalf of Hilltop Park residents. The Association remains independent, and its direction is set by the community.
Why do we need a Residents’ Association?
Many of the issues affecting Hilltop Park are bigger than one property or one street.
Questions about communal maintenance, drainage, play areas, open spaces, estate charges, planning obligations and unfinished works can affect hundreds of households.
When residents raise these matters individually, it can be difficult to identify patterns or secure a coordinated response. The Association allows us to bring evidence together, establish the wider impact and represent concerns collectively.
A stronger collective voice also means residents do not each have to investigate the same complicated issue from the beginning.
Our approach is constructive, evidence-led and persistent. We will work positively with the organisations responsible for Hilltop Park, but we will also ask difficult questions when information, performance or accountability falls short.
Our community
We want Hilltop Park to feel like a community, not simply a collection of houses connected by an estate charge.
That means:
- providing clear and reliable information;
- helping neighbours understand the issues affecting the estate;
- making it easier for residents to raise concerns and share ideas;
- creating opportunities for people to get involved;
- encouraging participation from every part of the development; and
- celebrating improvements and the things people value about living here.
The website, mailing list, newsletters and community group give residents several ways to stay informed without needing to follow every discussion themselves.
Our voice
The Association provides an organised voice when dealing with the organisations involved in Hilltop Park.
These include the developers, the management company, FirstPort, maintenance contractors, housing associations, local councillors and Wiltshire Council.
We aim to:
- understand residents’ priorities;
- gather evidence about recurring or estate-wide problems;
- raise matters with the appropriate organisation;
- keep clear records of what has been reported and promised;
- challenge poor value, delays or inadequate standards;
- explain responses in straightforward language; and
- keep residents informed about progress.
We cannot guarantee that every organisation will agree with us or act immediately. A coordinated, well-evidenced case is much harder to overlook than hundreds of separate complaints.
Our future
Hilltop Park is still moving from development towards becoming an established, resident-led community.
We want to help secure:
- proper completion of the estate and its shared infrastructure;
- clarity over which land and facilities have been transferred;
- maintenance that matches the agreed specification;
- transparent budgets, accounts and estate charges;
- an accurate register of management-company members;
- a clear understanding of residents’ legal rights;
- resident representation on the management-company board; and
- meaningful resident influence over how the estate is managed in future.
Resident involvement does not mean volunteers arranging grass cutting, collecting charges or personally managing contractors.
It means residents being represented within the company responsible for overseeing those services, scrutinising decisions and ensuring that the managing agent is accountable to the estate it serves.
What the Association is not
The Residents’ Association is separate from Hilltop Park’s management company and from FirstPort.
We do not collect the estate rentcharge, appoint maintenance contractors or control the current estate budget. We cannot instruct developers or public bodies, and we are not a substitute for the council, managing agent or legal process.
We are also not opposed to organisations simply because they are involved in managing or developing the estate. Professional management will continue to be necessary.
Our role is to represent residents, improve transparency and help ensure that every organisation involved fulfils its responsibilities.
Our immediate priorities
Our current work includes:
- examining the completion and handover of communal land;
- seeking clearer information about maintenance responsibilities;
- scrutinising rentcharge budgets and expenditure;
- reviewing the management company’s membership and governance;
- encouraging the appointment of resident directors;
- improving communication with residents; and
- building a resilient Association with a wider committee, proper financial controls and sustainable funding.
We will report openly on what we are doing, what has been achieved and where questions remain unanswered.
How you can take part
You do not need to join the committee or attend every meeting to support the Association.
You can help by:
- reading and sharing our updates;
- telling us about problems or improvements you have noticed;
- sending photographs or documents that may help establish the facts;
- responding when we ask residents for views;
- volunteering a skill or a small amount of time; or
- encouraging neighbours to join the mailing list.
